Agreement With Sudan

Last month, al-Hilu reached a separate agreement with the government and agreed to a ceasefire until the Sudanese constitution was amended to separate religion from the government. In August 2020, the U.S. Secretary of State traveled to several Arab League countries, including Sudan. [13] On 15 September 2020, the United Arab Emirates and Bahrain signed the Abraham-Israel agreements, marking the first Arab country to sign a peace agreement with Israel since Jordan in 1994. Mauritania recognized Israel in 1999, but cut the gang ten years later. [14] It was reported that Sudanese and Omans were also issued to sign agreements after the US elections. [15] [16] The peace agreement covers a number of sensitive issues, ranging from land ownership, reparations and compensation to prosperity, power-sharing and the return of refugees and internally displaced persons. The Ugandan meeting sparked heated debate in the Sudanese press and on social media about the pros and cons of reconciliation with Israel. The main proponent of rapid normalization was the Vice-President of the Council, General Mohamed Hamdan Dagalo, better known by his nickname Hemeti. He commands the Rapid Support Forces, a 70,000-strong military organization separated from the Sudanese army from militias formed during the long Darfur conflict. These irregularities have often been accused of committing atrocities, but Hemeti denies the charges and is not among those charged at the International Criminal Court in The Hague. The Sudanese generals who exercise real power have pledged to establish relations with Israel in order to contribute to the lifting of U.S. sanctions against Sudan and to opening the door to much-needed economic aid.

In sudan`s vast rural areas, ethnic minority farmers have often competed with Arab herders for limited resources, often supported by Khartoum. Al-Bashir is charged with five counts of crimes against humanity – murder, extermination, forcible transfer, torture and rape; two counts of war crimes – intentional attacks on a civilian population or against isolated civilians who do not participate in hostilities and looting; and three counts of genocide, murder, aggravated assault or psychological damage and deliberate association of all target groups with living conditions that are supposed to cause their physical destruction. These crimes are alleged to have been committed between 2003 and 2008. With the agreement between the United Arab Emirates, Israel is tentatively opening a new chapter with Israeli Prime Minister Benjamin Netanyahu, which is a “dramatic breakthrough for peace” and the beginning of a “new era”. Meanwhile, the development of cooperation between Hemeti and Hamdok has made a breakthrough in efforts to restore internal peace, with rebel groups represented by the Sudan Revolutionary Front signing the Juba Agreement earlier this month. All these groups support rapprochement with Israel and are opposed to political Islam. Abdel Wahid al-Nur – the leader of the most powerful rebel group, the Sudan Liberation MOVEMENT (MLS), which is still negotiating its own peace agreement in Paris – has already made a public statement in which he welcomes the normalization. Another prominent rebel figure, Abdelaziz Hilu of the People`s Liberation Movement of North Sudan (SPLM-N), will follow.
